On its way to become a member state of the European Union, Latvia has to fulfill the conditions of the EU laid down in the 80.000 pages document Acquis Communautaire. Chapter 21 of that Acquis defines the "Regional Policy". Financed by German Transform programme, GFE assists Latvia in its efforts to define and realize a Regional Politics and Regional Development. GFE focuses on the Region of Vidzeme with some 300.000 People. In May 2000 the six Rayon chiefs of Vidzeme have signed in Madona an agreement to constitute a Regional Development Agency. Further activities are regional development, project identification, EU funding, training and political advise. GFE co-operates with Aachen based regional development agency AGIT.

German GTZ contracted GFE services during six years to co-operate in its 25 million € regional development programme to develop the North-western part of Tunisia. GFE was in charge of the Regional planning, the workshops, the controlling and evaluation of the activities and the studies to be realized. Among other GFE realized the first socio-economic survey of the region and planned a 20 years forecast for the region.
